TRANSPORTATION MANAGER

 

Schedule:                8 hours per day / 12 months per year / About 260 days per year

Salary:                    Range I, $88,491 includes TSA

Starting Date:          January 18, 2021

 

DESCRIPTION SUMMARY

 

This position is responsible for the daily leadership of the transportation department serving as a resource to District administrators. The manager achieves defined objectives by planning, evaluating, developing, implementing, and maintaining services in compliance with District objectives as well as all relevant guidelines and regulations. Supervises and directs assigned staff; reports to Director of Administrative Services.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Plans, directs, and supervises the operations and activities of the District’s transportation department:
    • Provides department oversight:
      • Develops mission, goals, long and short-range plans for department. Determines measurable variables to achieve goals and assesses and monitors progress.  Reports progress to supervisor on regular basis.  Implements adjustments to operations to meet goals
      • Analyzes district transportation needs and makes recommendations for developing, implementing, and improving transportation services and programs
      • Recommends and updates policies, procedures and/or actions related to District transportation services to provide direction for meeting the District and department’s goals and objectives, and to ensure conformance to regulations
      • Ensures all required reports are completed and filed by deadlines including, but not limited to, mileage, usage, transportation depreciation
      • Enforces district, state, and federal policies, rules and regulations pertaining to transportation services
      • Facilitate and/or participate in meetings and workshops, etc. for the purpose of identifying issues, developing recommendations, and serving as a District representative, attends district meetings and school board meetings as required
      • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality client service
      • Develops and monitors budget allocations, approves and monitors expenditures and related financial activities for the purpose of ensuring that expenses are within budgeted limits and/or fiscal practices are followed
      • Ensures billing for services occurs and ensures coordination of billing with business department
    • Oversees Pupil Transportation:
      • Oversees scheduling and transporting of students to and from school, special functions and activities
      • Works collaboratively and proactively with Transportation Supervisor and District administrative team to establish bus routes within bell times and resolve issues with routing
      • Oversees routing, dispatch, and assignments of routes to drivers
      • Reviews processes for efficiencies
      • Works with Transportation Supervisor to drive and evaluate road conditions during inclement weather; provides information to District administration to assist with school delay/closure determinations
    • Develops recruitment, training, and retention programs for department:
      • Performs personnel functions (e.g. interviewing, evaluating, supervising, coaching, counseling, disciplining, directing, training, etc) for the purpose of maintaining adequate staffing, and enhancing productivity of personnel, developing team camaraderie, and achieving department objectives
      • Develops comprehensive employee training programs for all staff such as, but not limited to, drivers, dispatch, routing, and mechanics, provides for monthly driver meetings
      • Reviews complaints/accidents to determine where additional training is needed and proactively develops and implements training plans
    • Investigates and resolves complaints and accidents
      • Receives and responds to public and staff complaints and concerns
      • Responds to emergency situations during and after standard hours to resolve immediate safety concerns
      • Investigate and follow-up on student disciplinary issues
      • Investigates transportation incidents and accidents, follows up, and recommends resolutions when necessary
      • Works proactively with claims adjusters and outside public investigatory staff
    • Oversees District fleet acquisition, maintenance, and replacement
      • Coordinates specification development for the purchasing process of new equipment
      • Oversees preventative maintenance program for District busses and vehicles
      • Ensures vehicles are maintained in a safe and effective operating condition
      • Ensures all mandatory safety regulations for school buses are observed
    • Other duties as assigned

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

  • Knowledge/familiarity with David Douglas School District geographic layout and street locations
  • Principles and practices involved in transportation system planning and operation
  • Familiarity with routing systems and experience in reviewing and implementing changes to routing to ensure the most efficient operations
  • Knowledge of providing accessible transportation for the disabled and others with special needs
  • Vehicle service methods and procedures
  • Federal, state and local guidelines, regulations and programs related to pupil transportation
  • Principles and practices of personnel management and supervision
  • Operate electronic/technological equipment such as two-way radios, video camera equipment, etc.

 

QUALIFICATIONS:

 

  • Any combination of education, experience, and training that would provide the required knowledge and abilities. A representative way to obtain the required knowledge and abilities would be:
    • Bachelor’s degree in Business or related field preferred.
    • 3-5 years of supervisory experience
  • Self-starter with proven analytical, organizational, and problem-solving skills.
  • Intermediate technological skills providing the ability to enter, revise, organize, and retrieve information and to formulate methods of collecting and presenting information; and to generate complex reports, draft e-mail and reports.
  • Demonstrated ability to establish and maintain high profile, influential, and collaborative working relationships across teams, functions and layers with District staff, public officials, vendors, and the general public.
  • Ability to remain focused and calm in chaotic situations.
  • Ability to communicate effectively, both orally and in writing.
  • Exceptional interpersonal skills in leading, motivating, coaching, and developing staff with ability to exercise confidentiality, tact, diplomacy and independent judgment in performance of duties.
  • Ability to think strategically, proven analytical and problem-solving skills, and ability to develop both short term and long-term plans to meet an objective.
  • Knowledge of principles and practices of work coordination and simplification and ability to develop and implement work schedules.
  • Excellent leadership skills as demonstrated by attendance, work ethic, and job performance.
  • This position requires the use of personal or district vehicles on district business. Individuals must be physically capable of operating the vehicles safely. Valid driver’s license and evidence of insurability required and must be maintained and have an acceptable driving record.  In addition, individuals are required to pass a State of Oregon Department of Transportation physical exam and possess the appropriate commercial driver’s license
  • Pre-employment drug testing and a criminal history check is required
  • Strong consideration given to candidates who hold school bus certification, behind-the-wheel certification, and/or first aid trainer certification.
  • Bilingual preferred

  

WORKING CONDITIONS:

 

Climate controlled office settings with temperatures ranging from mild to moderate cold/heat. Exposure noise levels from moderate to loud and occasional to frequent time periods.                                                                                                                                                            

ESSENTIAL PHYSICAL REQUIREMENTS

 

Mobility to work in a typical office setting and use standard office equipment with the stamina to remain seated and maintain concentration for an extended period. Hearing and speech to communicate in person or over the telephone. Vision to read printed materials, computer screens and/or other monitoring devices with use of frequent near acuity and occasional far acuity. Sedentary/Light lifting and/or use of exert force of up to 15 pounds occasionally or a negligible amount of force frequently to lift, carry, push, pull or move objects.

 

Must be in good physical condition and able to meet all of Oregon Department of Education requirements such as, but not limited to, those listed below. Must drive a variety of school buses. Must be able to lift and move children off bus, e.g. when injured, sick or disabled. Must be able to observe and restrain unruly students.  Must meet visual, hearing and physical requirements to qualify for an Oregon Driver’s License and an Education School Bus Drivers Certificate. May not have impediments or conditions which would interfere with safe driving. Must qualify for a School Bus Driver Medical Certificate. Must be able to climb on bus to check fuel and fluid levels and fuel bus with gasoline or propane; able to exit from rear of bus in an emergency (42” off the ground)

 

Note:  The Oregon Pupil Transportation Manual contains OAR 581-053-0006 with a more detailed description of the physical requirements for bus drivers and the conditions with which they must be able to contend.  It further states that. “In cases of serious illness, injury or change in physical or mental condition which may impair ability to fulfill the duties and responsibilities of a school bus driver as required in OAR 581-053-0015 and those described in this rule, re-examination and medical approval are required prior to resumption of driving.”

 

All new hires will be required to undergo, and pass fitness for duty testing administered by the district or a licensed medical facility selected by the District.  Tests will include:

 

  1. 125 # body drag: Requires ability to drag 30 feet in 30 seconds.
  2. Climb and descend three steps with a maximum step height of 17-1/2 inches.
  3. Exit bus emergency exit that is at least 42 inches off the ground in 10 seconds.
  4. Opening emergency exit hatch on the roof of the bus.
